Supporting Local, State & Federal Policies

Cleantech San Diego is an advocacy organization that promotes local, state and federal policy aimed at advancing its member companies’ priorities and supporting the regional cleantech economy. Cleantech San Diego actively participates in a number of organized state and federal coalitions to promote and shape policy agendas that represent the regional cleantech community’s interests. We successfully worked with statewide constituencies in opposition to the 2010 ballot initiative to overturn Assembly Bill 32 The Global Warming Solutions Act of 2006, we supported the continuation of the California Public Interest Energy Research Program and we are leading the region’s efforts to prepare for one of the largest electric vehicle deployments nationwide. In addition, Cleantech San Diego regularly host policymakers to educate them on the region’s cleantech sector along with the regulatory issues and business opportunities that our member companies are experiencing in the marketplace.

Renewables – Solar
 Continue to work with local utilities and the region’s solar sector to address rate issues in
order to create a market structure that supports short and long-term renewable policy
goals
 Support policies and processes that increase solar deployment and manufacturing in the
region
 Support the reallocation of CREB allotments
 Work with regional partners to guide the effective implementation of SB 32
 Support legislation related to Community Based Renewable Energy Self Generation
Programs
Renewables – Wind
 Advocate for policies that support wind development in the region and state
 Work with developers in East San Diego County to support their efforts to develop projects
Biofuels
 Continue to work with Biofuels Initiative partners to ensure the EDGE program is current
and relevant
 Promote the region’s iHUB designation for biofuels
 Partner with SD-CAB and others to educate newly-elected members of Congress, CEC
Commissioners and others on the importance of the biofuels industry to San Diego and its
challenges in California.
Clean Transportation
 Continue to participate in Smart City San Diego, a collaboration of the City of San Diego, UC
San Diego, SDG&E, GE and CleanTECH San Diego to ensure that San Diego is the foremost
community to successfully adopt electric vehicles (and other projects as identified)
 Support the expansion of the region’s existing electric vehicle charging infrastructure
 Support the expansion of car2go’s service territory
Energy Efficiency
 Support project financing tools such as Property Assessed Clean Energy (PACE) programs
 Support the installation of energy efficient technologies or measures designed to reduce
energy consumption and eliminate waste
 Maximize allocation of Prop 39 funds
 Work with stakeholders to promote customer education on ways to reduce energy
consumption/energy cost Advocate for the recognition of public private partnerships as the best
contractual/procurement tool for energy efficiency and cleantech technology
implementation
Smart Grid
 Support SDG&E, UC San Diego, and private sector members on their partnership with the
Department of Defense to develop and deploy microgrids in San Diego’s military facilities
 Promote the region’s iHUB designation for energy storage
 Develop recognition and advocate smart grid development within national organizations
such as the National Electric Manufacturers Association, the American Public Power
Association and the Edison Electric Institute
 Continue to lead the Smart Grid Stakeholder Working Group
Cluster Development
 Partner with Advanced Energy Economy (AEE) on federal policies impacting the San Diego
region, share best practices with other AEE members throughout the county and educate
others on the impact of the cleantech economy
 Partner with Californians for Clean Energy Jobs (CCEJ) and cleantech cluster organizations
throughout the state on California clean tech business climate issues
 Arrange meetings/tours for local, state and federal elected officials and administrative
officials to expose them to the region’s cleantech cluster
 Build productive partnerships between members to increase the knowledge of sustainable
practices to help promote and support clean technology activities in San Diego
 Participate in CEQA reform
 Conduct a series of meetings on cleantech policy issues to educate and facilitate discussion.
 Promote better coordination/consistency of state policies to promote renewables
 Support development and implementation of local climate action plans to complement the
state’s AB32 activities and help create supportive local policy for growth of the regional
cleantech sector
Workforce Development
 Identify opportunities to replicate EDGE Initiative for other cleantech sectors
 Explore internship opportunities to support the education of the cleantech workforce
Research and Development
 Advocate for the continuation of state and federal research, development and
demonstration funding such
 Support UC San Diego, SDSU and USD, and others on applications for funding to CEC, PUC,
DOE and other funding entities
